National Association of Professional Environmentalists (NAPE) represented by Kureeba David participated in a stakeholder consultation workshop which was organized from 25th-28th August 2026 at Mist Hotel, Entebbe, by Uganda bureau of statistics(UBOS), with the view of obtaining practical stakeholder input on the production and quality requirements to be reflected in the Citizens Generated Data (CGD) Guidelines and associated Quality Assessment Criteria. A good number of civil society organisations were involved as they had a direct link with citizens as well as other producers of CGD.

During the meeting, series of presentations were made with regard to processes UBOS takes and considers for the data to effectively complement what is recognized as quality data. Most presentations emphasized that, Citizens Generated Data (CGD) often referred to as citizen contribution to data (CCD), involves data actively driven, collected, or analyzed by communities. CGD producers include, Civil society and community-based organisations, Private-sector institutions, Academic research institutions, Faith-based and cultural institutions Media, citizen networks, with a purpose that fills critical gaps in official statistics, particularly regarding marginalized groups, gender equality, and local service delivery. The national statistical system integrates these grassroots insights with traditional administrative data from the Uganda Bureau of Statistics to improve national development planning. Most times the CGD lacks guidelines and therefore it becomes hard for UBOS to include it as representative data due to use of non-aligned/ agreed data collection guidelines. During the stakeholder gathering the draft guidelines were presented and discussed. Most important in the guidelines was what good data must exhibit, i.e. relevance, accuracy, credibility, timeliness and frequency, accessibility, interpretability, and coherence.
After stakeholders gave input to the format guidelines, the consultant was tasked to write the first draft of the guidelines; Sharing the draft with stakeholders – 7th Sept 2026, the stakeholders to Provide feedback by 21st Sept 2026. The consultant and UBOS to organize an Online validation on 13th Oct 2026. The consultant shall Revise the draft in line with the feedback by 5th Oct 2026 and share a revised draft . On 6th Oct 2026 ,UBOS launches and disseminate the final guidelines. After the launch and dissemination, the data collected by citizens should follow the participatory generated guidelines(CGD) in order for it to qualify as relevant, accurate, credible, timely, frequent, accessible, interpretable, and coherent.
